This article presents data on the legal restrictions to the replacement of striking workers in 28 OECD countries. Our main result is that some form of replacement is allowed in most countries. In particular, some form of replacement is allowed in 17 countries. On the other hand, four countries explicitly forbid any form of replacement during strikes. In those countries that allow replacement, five countries place no restrictions on the hiring of external workers to replace striking workers, while four allow it as long as those workers are not hired through a temporary employment agency .
